<p> <span lang="TH" style="font-size: 16pt; font-family: "TH Sarabun New", sans-serif;">เรียน</span><span style="font-size: 16pt; font-family: "TH Sarabun New", sans-serif;"> <span lang="TH">ผู้อำนวยการโรงเรียนมัธยมวัดดอนตูม</span></span></p> <p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;text-indent: 72.0pt;line-height:normal"><span lang="TH" style="font-size:16.0pt;font-family: "TH Sarabun New",sans-serif">ตามที่ สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต </span><span style="font-size:16.0pt;font-family:"TH Sarabun New",sans-serif">8 <span lang="TH">แจ้งการตรวจสอบบัญชีเงินฝากคลัง</span> (<span lang="TH">การจัดเก็บเงินประกันสัญญา) และพบว่า มีรายการเงินประกันสัญญาคงค้างที่พ้นข้อผูกพันตามสัญญา แต่ยัง ไม่ได้ดำเนินการถอนคืนให้แก่คู่สัญญา ซึ่งได้แจ้งแนวทางเพื่อให้สถานศึกษาดำเนินการตรวจสอบ และยื่นเอกสาร ขอถอนคืนเงินประกันสัญญาที่พ้นข้อผูกพันตามสัญญาคืนให้แก่คู่สัญญาโดยเร็ว นั้น</span><o:p></o:p></span></p> <p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;text-indent: 72.0pt;line-height:normal"><span lang="TH" style="font-size:16.0pt;font-family: "TH Sarabun New",sans-serif">ในการนี้ เนื่องจากมีรายการเงินประกันสัญญาคงค้างที่รับฝากคลังนานเกินกำหนดและยังไม่ได้ ถอนคืนให้แก่คู่สัญญา ซึ่งอาจเกิดจากสถานศึกษาแจ้งผู้วางหลักประกันสัญญาให้มารับหลักประกันสัญญาคืนแล้ว แต่ผู้วางหลักประกันสัญญาไม่มารับหลักประกันสัญญาคืน กรณีเช่นนี้ ให้สถานศึกษาดำเนินการดังนี้ </span><span style="font-size:16.0pt; font-family:"TH Sarabun New",sans-serif"><o:p></o:p></span></p> <p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;text-indent: 72.0pt;line-height:normal"><span style="font-size:16.0pt;font-family:"TH Sarabun New",sans-serif">1. <span lang="TH">ตรวจสอบรายการเงินประกันสัญญาคงค้างที่ครบกำหนดข้อผูกพันตามสัญญา หากพบว่าเกินกำหนดระยะเวลาตั้งแต่ </span>5 <span lang="TH">ปีขึ้นไป </span><o:p></o:p></span></p> <p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;text-indent: 72.0pt;line-height:normal"><span style="font-size:16.0pt;font-family:"TH Sarabun New",sans-serif">2. <span lang="TH">ให้สถานศึกษาจัดทำหนังสือส่งทางไปรษณีย์ลงทะเบียนแจ้งให้ผู้วางหลักประกันสัญญา ทราบ โดยกำหนดระยะเวลาให้มารับหลักประกันสัญญาคืน (ไม่ต่ำกว่า </span>15 <span lang="TH">วัน) และมีเงื่อนไขระบุไว้ว่า หากพ้นกำหนดเวลาดังกล่าว (ระบุวันที่...) จะนำส่งเป็นรายได้แผ่นดิน ทั้งนี้ ให้เก็บเอกสารใบลงทะเบียน ตอบรับของไปรษณีย์แนบกับสำเนาหนังสือราชการไว้เป็นหลักฐาน </span><o:p></o:p></span></p> <p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;text-indent: 72.0pt;line-height:normal"><span style="font-size:16.0pt;font-family:"TH Sarabun New",sans-serif">3. <span lang="TH">เมื่อพ้นกำหนดหากผู้วางหลักประกันสัญญาไม่มารับเงินประกันสัญญาคืน ให้นำเงิน ดังกล่าวส่งคืนเป็นรายได้แผ่นดิน </span><o:p></o:p></span></p> <p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;text-indent: 72.0pt;line-height:normal"><span style="font-size:16.0pt;font-family:"TH Sarabun New",sans-serif">4. <span lang="TH">ทำหนังสือแจ้งสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต </span>8 <span lang="TH">เพื่อขอถอนคืนเงินประกันสัญญาโอนเป็นเงินรายได้แผ่นดิน พร้อมแนบเอกสารประกอบการขอถอนคืนเงินประกันสัญญา และสำเนาหนังสือแจ้งผู้วางหลักประกันสัญญา และใบลงทะเบียนตอบรับทางไปรษณีย์ (ตามข้อ </span>2) <span lang="TH">เป็นหลักฐาน</span><o:p></o:p></span></p> <p class="MsoNormal" style="mso-margin-bottom-alt:auto;margin-left:36.0pt;
